
Request for Proposal: Website Development for the GTA Disability Coalition

1. Introduction
The GTA Disability Coalition (GTADC) is a network of organizations who are advancing the rights and inclusion of people with disabilities in the Greater Toronto Area. A project of the Centre for Independent Living in Toronto (CILT), the GTADC works to raise awareness, advocate, and mobilize on issues that affect the lives of disabled people in the GTA, such as poverty reduction, accessible transit, and accessible housing.
The GTADC is seeking proposals from qualified web designers to create a website that will serve as a platform for the GTADC’s work and advocacy. The website must incorporate functionality features that make it accessible for cross-disability users (physical, low vision, Deaf, neurodiverse, etc.). As a coalition that is disability-led, we encourage submissions from applicants who identify as disabled and whose website building experience includes working within the GTA. Applicants are welcome to self-identify their connection to disability.
2. Project Scope, Objectives, Budget
The scope of the project includes the following tasks:
- Designing and developing a website that meets the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA standards and follows the principles of universal design
- Complying with current website and cyber security features.
- Creating a content management system (CMS) that allows the GTADC’s coordinator to easily update and manage website content.
- Providing training and technical support to staff on how to use and maintain the website.
The objectives of the website project are to:
- Enhance the online presence and visibility of the Coalition.
- Provide information and resources related to our priority areas.
- Facilitate participation in the Coalition’s activities and campaigns.
- Foster public engagement on key issues impacting disability communities.
Budget: Our budget is between $3,000 – $3,500, including tax.
3. Proposal Requirements
The proposal should include the following information:
- A brief introduction of the web designer, including qualifications, experience, and a project portfolio.
- A description of the proposed approach to building the website, timeline and phases of the project.
- A description of how the website will incorporate functionality features that make it accessible for cross-disability users, mobile responsiveness, and SEO best practices.
- A clear list of deliverables such as proposed CMS, design mock-ups, website functionality, testing and user training.
- At least three references from previous clients who can attest to the quality and satisfaction of your work.
- A project budget.
4. Proposal Submission and Evaluation
The proposal should be submitted electronically in PDF format to kim.adlard@cilt.ca by Wednesday April 9, 2025 by 11:59pm EST.
Proposals will be evaluated by a selection committee composed of the GTADC Lead, the Program Coordinator, and representatives from GTADC partners.
The evaluation criteria will include the following:
- The web designer qualifications, experience, and portfolio.
- The quality, feasibility, and creativity of the proposed website design and development process.
- Alignment of the proposed website with GTADC’s needs and goals.
- The compliance of the proposed website with accessibility and usability.
- References from previous clients.
The selection committee will shortlist the proposals and invite the finalist(s) for an interview and a presentation of their proposal beginning the week of April 21st.
If selected for an interview, please feel free to share any accessibility resources or supports you require so you can participate without barriers. The interviews will be conducted over Zoom.
